Utu Abe Malae is the chair of the Republican Party of American Samoa and the executive director of the American Samoa Power Authority (ASPA).[1][2]
Malae was an at-large delegate to the 2016 Republican National Convention from American Samoa. Malae was one of nine unpledged delegates from American Samoa.[3]
Career
Malae serves as the executive director of the ASPA, a public utility company in American Samoa encompassing electricity, water, wastewater, and solid waste services. In his role as executive director of ASPA, Malae also serves as a member of the American Samoa Renewable Energy Committee (ASREC), which aims to "address current energy and environmental challenges." Malae also serves as alternate treasurer for the Pacific Water and Wastes Association (PWWA), which represents companies that work with water and aims to deliver "quality water related services that enhance the well being of people throughout the region."[2][4][5][6]
Politics
2012 gubernatorial race
Malae was a candidate for Governor of American Samoa during the 2012 election, but he withdrew from the race in October 2011.[7]
2016 presidential election
In an interview with The New York Times, Malae "said that in any other year, he would have had a hard time finding delegates." However, in the 2016 cycle, "there was so much local interest in becoming a delegate [... that he had nine delegates ...] put down deposits so they would not lose their places."[8][9]

Malae was a member of the RNC Rules Committee, a 112-member body responsible for crafting the official rules of the Republican Party, including the rules that governed the 2016 Republican National Convention.[10]
Appointment process
The convention Rules Committee in 2016 consisted of one male and one female delegate from each state and territorial delegation. The Rules of the Republican Party required each delegation to elect from its own membership representatives to serve on the Rules Committee.
