Kelly Arnold (Republican Party) is the Sedgwick County Clerk in Kansas. Arnold assumed office in 2009. Arnold's current term ends on January 13, 2025.

Arnold (Republican Party) ran for re-election for Sedgwick County Clerk in Kansas. Arnold won in the general election on November 3, 2020.

Arnold is the chair of the Republican Party of Kansas.[1] He also serves on the board of directors of the Hillsboro State Bank.[2][3]

Career

Arnold earned two bachelor's degrees in business management and business finance from Tabor College in Hillsboro, Kansas. He is a member of the board of directors for a community bank and has also worked as an investment representative and a financial planner. Arnold previously served as vice-chairman and finance director of the Kansas Republican Party, in addition to his service as chairman of the Sedgwick County Republican Party. For over 10 years, Arnold was a part of the Young Republican National Federation, serving as the treasurer for two years.[2][3]

Arnold is the elected clerk of Sedgwick County, and since 2013, has served as the appointed trustee of Kansas public employee retirement. In January of the same year, he was elected to serve as chairman of the Kansas Republican Party. He has been a member of the Kansas Republican Party State Committee for over 10 years and co-founded the Republican Men’s Leadership Series which "trains and equips individuals to run for local office."[2]

2016 Republican National Convention

Arnold was an RNC delegate to the 2016 Republican National Convention from Kansas.[4] Arnold was one of 24 delegates from Kansas bound by state party rules to support Ted Cruz at the convention. Cruz suspended his campaign on May 3, 2016. At the time, he had approximately 546 bound delegates. For more on what happened to his delegates, see this page.

RNC Rules Committee

Arnold was a member of the RNC Rules Committee, a 112-member body responsible for crafting the official rules of the Republican Party, including the rules that governed the 2016 Republican National Convention.[5]

Appointment process

The convention Rules Committee in 2016 consisted of one male and one female delegate from each state and territorial delegation. The Rules of the Republican Party required each delegation to elect from its own membership representatives to serve on the Rules Committee.

Kansas district-level delegates were elected at district conventions, while the Kansas Republican State Committee elected at-large delegates at a state convention. All delegates from Kansas to the 2016 Republican National Convention were bound to vote at the convention for the candidate to whom they were allocated and bound unless released by their candidate.

Delegate allocation

Kansas had 40 delegates at the 2016 Republican National Convention. Of this total, 12 were district-level delegates (three for each of the state's four congressional districts). District-level delegates were allocated proportionally; a candidate had to win at least 10 percent of the district caucus vote in order to be eligible to receive any of the district's delegates.[6][7]

Of the remaining 28 delegates, 25 served at large. At-large delegates were allocated on a proportional basis; a candidate had to win at least 10 percent of the statewide caucus vote in order to be eligible to receive any at-large delegates. In addition, three national party leaders (identified on the chart below as RNC delegates) served as bound delegates to the Republican National Convention.[6][7]
